Votion Smart Home app from the play store is needed to have the Votion Outlet device registered for use. Simply login and scan the device’s QR code to have it WiFi provisioned to the cloud server. Please check the app’s setup wizard for further details.
Once the votion app is setup, link your votion account with the Alexa app to have this skill working with the device. You can turn on/off your votion outlet devices using this skill. Try saying "Alexa turn on <device-name>" or "Alexa turn off <device-name>" to control your devices.
