Per Wikipedia, the RST signal report system is used to exchange information about the quality of a radio signal. Two or three numerical digits are used. The first digit is readability. The second digit is signal strength. The third, optional digit, is usually used with Morse code. A typical signal report would be something like 599 or 58.
